They measure the weight of a person's character for the afterlife. Connor was able to heal the Sacred Heart and free Lord Azriel by attaining Perfect Balance against the Feather of Truth. The fact he balanced the scales proved he was the Champion Eternal and the Deliverer.

The scales are based on the Great Scales of Truth from Egyptian mythology. Those guarded over by Anubis, who measured the weight of "truth" of a soul's heart against the ostrich feather of 'Maat'.
The Scales of Justice are also associated with the Zodiac "Libra". The symbol of the scales is based on the Scales of Justice held by Themis, the Greek personification of divine law and custom.
